The CITB HS&E Operatives test ensures delegates have the essential health and safety awareness required to work safely on a construction site.

Working towards a CSCS Green Labourer Card? 

You'll need to pass the CITB HS&E Operatives test and complete the Site Safety Plus Health & Safety Awareness course to meet the requirements for a Green Labourer Card application. The Health & Safety Safety Awareness course is booked separately. 

The HS&E Operatives test is made up of 50 questions covering five core knowledge areas:

  • Legal and management
  • Health and welfare
  • General safety
  • High risk activities
  • Environment

Delegates will have 45 minutes to answer the 50 questions. The test now includes new question styles. Behavioural case studies are also used in the test to check a delegate's understanding of health, safety and environmental issues, and how to behave safely on-site.

It is highly recommended that delegates complete the Site Safety plus Health & Safety Awareness course PRIOR to taking the HS&E test, as the Site Safety Plus course will provide the knowledge required to pass the HS&E test.

However, there is a range of revision materials to help you prepare for the HS&E test from printed booklets that you can purchase in a bookshop, to smartphone apps that help you revise on the go.

To increase your chances of passing the test, we recommend that you work through all the sample questions in the revision materials. Ensure you are confident with the topics and questions before you turn up for your test.

Before you take the HS&E test, we recommend you watch the Setting Out video below.

All versions of the HS&E test include 12 behavioural case study questions. These questions are based on 10 principles and are designed to test how you respond to health and safety situations on a construction site.

These 10 principles are covered in the Setting Out video, which explains the safety measures that you can expect employers to take on your behalf. The video also offers tips on how you can promote a safer working environment.

Q1. What is the HS&E Operatives test? 
It's a test for operatives working in construction or civil engineering to ensure they have the health and safety knowledge to work safely on site. The test is also a prerequisite to apply for a CSCS Green Labourer's card

Q2. Are there any entry requirements? 
No prior academic qualifications or experience are required to take the test. Delegates must have a good understanding of English. If you need addtional support please refer to Q8.

Q3. How do I book the test?

Q4. Can I choose the test venue and date at the point of checkout?
No, after you have purchased the test, this will be emailed to you.

Q5. Is there parking available at the training centre?
Most of our training venues offer free on-site parking, although spaces may be limited. You’ll receive full parking details once your booking is confirmed. Alternatively, you can check the parking availability at your chosen venue by visiting our Training Centres page.

Q6. What do I need to bring with me? 
Please bring valid photo ID, your National Insurance number and lunch, as lunch is not provided. Any additional requirements will be detailed in your joining instructions email.

Q7. Does passing the test automatically give me a CSCS Green Labourer Card?
No. You’ll also need to complete the separate Site Safety Plus Health & Safety Awareness course. Once you’ve met both requirements, you can apply for the card through CSCS.

All principal contractors and major house builders require construction workers on their site to hold a valid CSCS card. 
CSCS cards can help show that workers have the appropriate training and qualifications for the work they do on site.

Upon completion of the HS&E test, delegates will be immediately notified of their Pass/Fail mark. If a Pass mark is achieved, a certificate of completion will be emailed to the email address provided by the delegate on registration of the course.

  • Delegates will be required to retake this test every 2 years to remain qualified.

Once you have successfully completed both the HS&E Operatives test AND the Site Safety Plus Health & Safety Awareness course, you will be able to apply for a CSCS Labourers Green Card. The CSCS Green card provides evidence that individuals working on construction sites have the appropriate training and qualifications for the job they do on site and principal contractors and major house builders require construction workers on their sites to hold a valid card before they are allowed entry to the site.
